History:

Jack Garvey joined the U.S. Army the day he graduated college, and has been regarded as a superior soldier throughout his career. After receiving his commission in 1936, he served on the staff of General Douglas MacArthur in the Philippines for a year before being sent to China as part of a special "advisory" unit that in fact conducted covert operations against the Japanese until late in 1939. During this period he was wounded in action by a Japanese XO and spent several months recovering in the mountains of China, during which time he received instruction in the martial arts from an aged master. Shortly after rejoining his unit in 1940, he was transferred to Washington D.C. and assigned to the newly formed Bureau of Special Talent within the War Department, serving on the staff of General James Darnell. Along with Major Len Waggoner - who soon became Garvey's best friend - Garvey was assigned the task of investigating all reports of possible XO activity within the United States, primarily in the hopes of identifying American XOs who could assume public roles to counter the XOs of Germany and Japan. This was a torturous assignment for Garvey, as unbeknownst to his superiors, he himself was an XO. Garvey's reasons for concealing his abilities have not yet been revealed.

Captain Garvey was also involved in recruitment and planning for Project Catharsis, also known as the "Commander Freedom" project, although he strongly argued against proceeding with it. He was also involved in the training of Allison Adams, the XO code named American Angel, and in attempts to subdue the suspected XO who Garvey inadvertently named "The Cloak of Darkness."

It was only on August 17, 1941 ("The Day") that Garvey was revealed to be an XO. He was present at the events in the White House that commenced the events of that day, and shortly thereafter donned one of the prototype "Commander Freedom" costumes and worked with the other XOs who subsequently became known as the U.S. Aces to defend the capitol. On August 18, as part of the compromise worked out with the U.S. government, Garvey was assigned to the Aces to serve as liaison to the military for the duration of the war.
